2.4 Establishing Appointed Positions

This policy applies to Service Maintenance Employees at South Bend.

A. Policy

  1. A full-time appointed staff position is established when the expectation is that an employee will work 1,930 hours or more in a fiscal year within a responsibility center (RC).
    1. "Work" is based on all expected work within an RC, even if such hours are from different funding sources or different departments within the RC, and/or multiple tasks are performed.
  2. A part-time appointed position is established when a position is needed for at least nine months in a twelve-month period and funds are available.

Procedure

B. Authorization procedure

  1. Requests to establish new positions are to be submitted by the department head and include the following information:
    1. Proposed title
    2. Description of proposed duties and responsibilities
    3. Description of any supervision involved
    4. Description of any unusual working conditions
    5. Qualifications required for filling the position
    6. Whether the position is to be full-time or part-time, temporary or permanent
    7. Recommended salary grade
    8. Source of funds. Indicate whether payment will require additional appropriation to the department budget, paid by a transfer of funds, or is to be paid from a special fund.
    9. Effective date for establishing the position.
    10. Appropriate supporting evidence as to the need for the position, including information as to whether the request results from an increase in the volume of present work or results from a new function.
    11. The request is to be sent to the appropriate Dean or Division
    12. Head for approval. If approved, the request will be forwarded to campus human resources office for job evaluation and salary grade assignment.
    13. After the campus human resources office has completed the job classification activities and the classification results are received by the department, appropriate campus procedures should be followed for obtaining approval to establish the new position.
  2. After the position has been established, refer to the Advertising Job Openings and Process for Recruitment/Selection policies for procedures in advertising and filling the position.
