- Patty Dees:
Patty Dees spoke about "vicarious
liability." She
discussed the responsibilities of people in authority regarding sexual
harassment claims. The university has sixty days t respond to such a claim.
Patty Dees will put into writing a process and procedure for dealing with
these claims. This process will be reviewed by Cabinet members at a later
Cabinet meeting. A discussion regarding the more difficult
"marginal cases"
followed.
Patty Dees also discussed the need for "wide searches" for full time lecturer positions. A one time national search is necessary. Regional searches are necessary for associate faculty. Visiting faculty searches need national searches when those visiting positions are changed to full time permanent positions.
Open Enrollment for Health Insurance
- John Hundley:
This November, 2001, there will be mandatory re-enrollment for full
time appointed employees with dependents currently on IU-Sponsored Health Care
Plans. If an employee is adding new dependents to their health care coverage,
they will need to submit birth certificates or marriage licenses (whichever is
applicable). There are consequences for failure to re-enroll: health care
coverage will be discontinued as of January 1, 2002. Faculty on sabbatical
leaves or staff on leaves need to be notified of these changes. All employees
of IU with dependents need to be aware of this need to re-enroll for health
care coverage.
Nominations for the Distinguished Research Award
- Erika Zynda:
Erika Zynda reminded Cabinet members of the call for nominations for the
distinguished research award. The person who nominates an individual for the
award prepares the dossier of the nominee. The timetable for the award
selection was outlined on the handout which Erika passed out to Cabinet
members.
Announcements
The Cabinet Retreat is scheduled for October 1. Please submit items for
discussion to Alfred Guillaume or Nancy Plennert.
Budget
- Ken Perrin
Ken Perrin spoke about the hiring freeze and the possibility of a
recession in January, 2002. The state is re-examining appropriations and only
approving emergencies. Hopefully, Pat Bauer will continue to push for the
IUSB projects: acquisition of property and money to pay down the mortgage on
the houses owned by IUSB. The campus budget is balanced without reference to
the increases in enrollment this fall. The budget is balanced by using salary
savings. The reserve is also built from savings on utilities, book store
profits, and interest income. There is a freeze on positions. Ken Perrin
called this a "soft
freeze." It was
suggested that the process for determining which vacant faculty and staff
positions to be put forward for approval should be determined by the VCAA and
the Academic Cabinet with input from other groups. Once the case for a
position is made to Alfred Guillaume and Mary Ann Zemke, they will present the
recommendations to Ken Perrin. A quick response from the Chancellor is
assured. An Assistant Director for the Student Activities and Campus Life
position and an additional custodian for the new Student Activities Building
have been approved.
Faculty & Staff Vacancies
The Vice Chancellor announced that his group discussing the budget
situation is not yet ready to bring their recommendations to the full cabinet
but will be ready to share information with the Academic Cabinet soon. V.C.
Guillaume stated that while some units have gotten verbal approvals for
searches to proceed, we are now back to
"square one," so
everything will need to be approved.
Committee Appointments
It has come to the attention of the Vice Chancellor that recommendations for
faculty to serve on various committees should go through the respective deans.
The Vice Chancellor feels that he should be able to invite faculty to serve on
committees without first getting input from the deans. This subject will be
discussed further at the next Deans Council meeting on September 17.
ICHE
The Indiana Commission for Higher Education has asked members of the AOC
(Academic Officers Committee) to develop guidelines for program reviews. V.C.'s
Plater and Guillaume have urged the Commission, through I U representatives, to
accept the guidelines already in force at several of the I U campuses.
CDC
The Campus Directions Committee continues to work on Chancellor pre-search
activities. Faculty roundtables have been scheduled for Wednesday, September 19
and Tuesday, September 25, both in the Alumni Room. VC Guillaume urged deans
and directors to encourage faculty to attend one or both of these sessions.
Participants should bring their lunches; coffee and cookies will be provided.
Academic Handbooks
The most recent version of the IU Academic Handbook was distributed to deans
and directors with the announcement that Academic Affairs will have additional
copies duplicated for distribution to all faculty. Since the IU Bloomington
Dean of Faculties only distributed a limited number of copies to all
campuses, it will be the responsibility of the Vice Chancellor's
office to bear the cost to reproduce adequate copies.
New Programs
A request has been made for all I U campuses to submit their 10 year plan
for new academic programs.
