Institutional Review Board (IRB) (Chancellor Reck):
Chancellor Reck discussed the recent actions that led
to the temporary suspension of the IU South Bend IRB and to the 1) re-review of
119 research projects involving human subjects that had been approved by the IU
South Bend IRB and now must be approved by the IU Bloomington IRB and 2) new
proposals that involve human subjects that must be approved by the IU
Bloomington IRB. The Chancellor plans to
meet with the IU South Bend IRB, with the IRB Chair, with the faculty, with the
Grants and Contracts Coordinator, and with Margaret Fosmoe
of the South Bend Tribune. She did send
a letter to the IU South Bend Advisory Board apprising members of the
situation.
The process for approving research proposals involving
human subjects is being reviewed. A new campus
IRB will be appointed. At least
temporarily this new board will operate with direction from IU
Bloomington. The IRB process on all IU
campuses is under review. Training
sessions for IRB will be held.
Academic Cabinet members recommended that IU South Bend
keep track of the 119 proposals that are being re-reviewed. Once principle investigators have been
notified about the IU Bloomington decision regarding their research, they are
to notify Vice Chancellor Alfred Guillaume and Chancellor Mae Reck.
This review of IRB processes on our
campus magnifies the importance of process and procedure. IU South Bend has no federally funded
research at this time. Any IU campus
that does violate IRB guidelines and procedures affects all other IU campuses. The consequences of procedural violations
could be the loss of federal funds.
Salary Savings in Current Year (Mary Ann Zemke):
Mary Ann Zemke distributed a spreadsheet and a summary
sheet which provided estimates of one time salary savings from Academic Affairs
for the fiscal year 2003-2004. According
to this information the net salary savings available is approximately
$608,163. Mary Ann said that $684,000
have been committed against these savings leaving a negative of $75,837. She would like the deans and directors to verify
the numbers on these spreadsheets. She
also said that the one time salary savings dollars had been committed for 1)
$339,630 to University Administration for SIS implementation, 2) $152,000 for
local costs of SIS (data entry specialists) 3) $167,790 for associate
faculty. The associate faculty money is
not in the base budget. Sabbatical
support is also no longer in the base budget.
The deans and directors were concerned about the ways the
university is doing business. They wondered
where the salary savings were from other units and why they were not on the
table for discussion. There was also
concern about how summer is funded and the need for additional money for
summer, if the same number of classes are to be
fielded for summer I and II, 2004, as were fielded for summer I and II,
2003.
