Profile Dr. Phillips joined Indiana University South Bend in 2000. He has an extensive background in government and military service having spent seven years as a Naval Aviator and twenty-one years in the federal government, largely in human resource management positions. Dr. Phillips has taught at Goshen College and IU Purdue-Fort Wayne and consults regularly in the areas of human resource management and customer service strategies. His research interest is primarily in the practical implementation of human resource programs in order to improve organizational performance.
