When the full-time-equivalent (FTE) percentage of an appointed staff position is increased and the job content
remains essentially the same, the incumbent employee is retained and the increased FTE position need not be filled
competitively. When the FTE percentage of a staff position is increased and the job content changes significantly,
the original position is eliminated and a new position is created. The incumbent employee in an eliminated position
has Reduction-In-Force (RIF) rights in accordance with policy #2.12 and the newly created position must be filled
competitively. The determination whether the job content has changed significantly will be based on an examination
the job documentation both before and after the FTE change. A change is considered significant if 20% or more of
the job content is different.
When the FTE percentage of an appointed staff position is reduced, the employee will be considered to have RIF
rights under policy #2.12.
