IU South Bend Campus
For any emergency, dial 911 to call the South Bend Emergency communication center. IU South Bend officers have direct radio contact with South Bend police, fire, and ambulance dispatchers.

Campus Emergency Phones
The IU South Bend Elkhart Center site does not have outside emergency phones. Emergency telephones are located at various locations around the IU South Bend campus and on each floor of the parking garage adjacent to the elevator lobby. Each phone has a blue light and an emergency phone sign. For an emergency, dial 911 or press the emergency button for automatic dialing. IU police department personnel may also be contacted for emergency or non-emergency situations by using the keypad. Any crime or suspicious situation should be reported to IU police department personnel. Call 4239 anytime from any campus phone. A police officer will respond to your location. The appropriate agency will be contacted in the event that further assistance is needed. Instructions for contacting civil authorities or IU police personnel may be found in the IU South Bend campus directory.

Campus Police Authority and Jurisdiction
IU South Bend Campus
The IU South Bend Campus Police Department employs both sworn police officers and non-sworn security officers. Security Officers do not have arrest powers. Our police officers are certified by the State of Indiana and meet state mandated training requirements. These officers have full police powers as granted by the State of Indiana (IC 20-12-3.5-1), and have access to national and state law enforcement computer networks. Officers maintain a 24 hour presence on the IU South Bend campus every day. IU police officers have jurisdiction on any real property owned or occupied by the University, including the streets passing through and adjacent to such property. Campus police also share concurrent jurisdiction with the South Bend city police, which extends campus police jurisdiction anywhere in the city through an agreement with the Chief of Police authorized by the Board of Safety (IC 20-12-3.5-2). Our department also has an agreement of jurisdiction with the Mishawaka Police Department. Campus police officers normally investigate all criminal offenses that occur in our jurisdiction. When necessary, campus police receive assistance from the South Bend Police Department. The campus police department does not have a written memorandum of understanding with the South Bend Police Department for their involvement in investigations. However, our department has an excellent working relationship with them and they assist us when requested. In addition, campus police are authorized to send cases to and receive support from the St. Joseph County Special Victims Unit as well as other specialty units.
IU South Bend Elkhart Center
The Elkhart Center has university staff acting as liaison to the IU South Bend Police Department and the Elkhart city police department in whose jurisdiction the Elkhart Center is located. Both agencies are open and have officers available 24 hours a day every day of the year. IU South Bend security officers are regularly assigned to duty at the Elkhart Center during the evening hours when classes are in session. They provide security at the site and see students safely away from the facility. The campus police department does not have a written memorandum of understanding with the Elkhart Police Department. However, the university center staff maintains relations with appropriate state and local agencies for emergency services and law enforcement when campus officers are not working at the center. IU police officers have jurisdiction at the Elkhart Center location, and also share concurrent jurisdiction anywhere in Elkhart County through an agreement with the Sheriff of Elkhart County and the Elkhart city police department.
Fire
In case of fire there are fire pull boxes located at all building exits. If you encounter a fire, and the fire alarm is not sounding, pull the nearest alarm box and leave the building. Portable fire extinguishers, which are located in all campus buildings and at the Elkhart Center, are intended for use by trained personnel. If a fire alarm sounds in your building, leave the building immediately. If possible, close all doors when exiting, and use stairs. Do not use elevators.
Do not enter the building until IU police or security personnel, or local emergency response personnel notify you that it is safe to do so. Disabled persons should wait at the disabled evacuation points, or in other designated areas, and assistance will be provided if evacuation is required. Disabled persons should review evacuation procedures as outlined in the Emergency Action Plan which can be located at www.iusb.edu/~iupdsb.
Medical
All IU South Bend security and police officers receive training in first aid, cardiopulmonary resuscitation and life saving techniques. Two officers have more extensive training and are Indiana Certified Emergency Medical Technicians. On duty officers respond to medical emergencies and notify the South Bend Fire Department or Elkhart Fire Department if other medical assistance is needed. For medical emergencies in South Bend dial 911 and then dial 4239 to contact campus police. In Elkhart dial 911 and then contact a University staff member, or a security officer at the Elkhart Center.
Lost and Found
Lost items turned into our department are kept in our lost and found department located in the Parking Services Office on the IU South Bend campus in room A123 of the Administration building. At the Elkhart Center, inquiries regarding lost property should be made at the Student Services Reception desk. Items may be claimed only during office hours.
Vehicle Assistance
If resources permit we will unlock or jump-start your vehicle after a waiver of liability is completed. On the IU South Bend campus call the campus police department for assistance by dialing 4499 or 4239. At the Elkhart center notify university staff or the security officer for assistance.
Building Access
IU South Bend Campus
IUSB Campus
The University is open to the public. However, there are areas where access is restricted and not permitted without permission from a University representative. University departments provide campus police with access rosters for restricted areas. When a building is closed, only faculty, staff, and students with specific authorization are permitted inside. Regular building hours for the IU South Bend campus are listed on the police department website (http://www.iusb.edu~iupdsb), which may also be accessed from the University homepage (http://www.iusb.edu). Numerous academic, cultural and social activities take place on the IU South Bend campus throughout the year, and individual building hours may vary.
IU owned houses are restricted to residents and their approved guests. Each resident has a front door key, which allows access to their residence, and a key to their individual room. Guests must be accompanied at all times by the resident whom they are visiting.
IU South Bend student apartments are restricted to residents and their approved guests. Each resident has card access to their building and apartment and a door key for their individual room. Safety, security, sleep and study are fundamental principles of on-campus living. Visitation privileges must be respected to maintain a community conducive to learning and growth. Residents may entertain guests in their suites with prior approval of roommates. Residents are expected to take responsibility for their guests’ behavior. Guests must be accompanied by a host at all times. Guests are not permitted in suites or common spaces when a host or hostess is not present. Unescorted guests will be required to leave the premises immediately. With the exception of registered recruitment or University program guests and members of the University community, no guest less than 18 years of age is permitted in campus housing at any time, unless accompanied by a parent or guardian. Guests may visit for a period not to exceed three (3) nights total in any month. These nights may be used separately or consecutively. Cohabitation is strictly prohibited. Occupancy for four (4) or more total or consecutive nights once a semester by any other person shall result in disciplinary action, including but not limited to removal from on-campus housing. HRL reserves the right to alter visitation privileges. Visitation or guest registration violations may result in administrative room changes, declaring certain bedrooms or suites off-limits, or altering visitation hours. At the discretion of any University official, guests may be banned from, denied admission, or removed from University housing. All guests who will be on-campus after 10:00 p.m. and all overnight guests must register at the River Crossing front desk before 10:00 p.m. each night. All guests not registered must vacate student housing before 1:00 a.m. Overnight guests are limited to two (2) per resident. To register a guest, resident and guest must present photo identification. A staff member will record the guest and resident’s information in the guest log.
Elkhart Center
Building hours at the Elkhart Center are generally 8:00a.m. to 10:00p.m. , or 15 minutes past the last class ending time. Office hours for center staff vary by semester and the center staff should be contacted for current times. Computer lab hours also vary by semester. Students should contact center staff for lab hours. No after hours access is allowed once the building is closed.
Tobacco Free Campus Policy
Indiana University South Bend and the Elkhart Center are tobacco-free campuses. The use or sale of tobacco or tobacco products is prohibited on university owned, operated, or leased property and vehicles. Parking lots and the parking garage owned by the university are included in the ban. The use of tobacco products in personal vehicles parked on university property is allowed, provided users make a reasonable effort to contain smoke and smoking materials inside the vehicle. Violations of the policy will be addressed through existing processes in place for students, faculty and staff.
Alcohol and Drugs
University policy prohibits unauthorized possession or use of alcoholic beverages, and other drugs or controlled substances, or their use or possession contrary to law. IU South Bend enforces compliance with state and federal laws governing alcohol and other drugs. A violation of any law pertaining to alcohol and other drugs is also a violation of the University Code of Student Rights, Responsibilities, and Conduct. Such violations will be referred to the office of Judicial Affairs and may be subject to additional sanctions.
IU South Bend offers assistance for students with alcohol and/or drug problems. Individual screenings for substance abuse and related problems are available for students through the Student Counseling Center. Referrals to community agencies and counselors providing more intensive treatment are facilitated as warranted. Information about community resources is available at the Counseling Center. University policies pertaining to alcohol and other drugs are outlined in the university's Drug-Free Workplace Policy statement, and in the I.U. Code of Student Rights, Responsibilities, and Conduct. Statements of policy are contained in the University’s Personnel Policies manual, and notices addressing the U.S. Department of Education Regulations regarding Alcohol and Drug Use (required under Section 120(a)-(d) of the HEA) including available drug or alcohol treatment. Crime Prevention
The IU South Bend campus police department utilizes a variety of media in order to provide information and promote safety on campus. Brochures on different subjects are made available throughout the year. The campus police department offers S.A.F.E. courses on the South Bend campus during the academic year. IU police officers are available to present safety and security talks to campus community groups at the South Bend campus and at the Elkhart center. Department bulletin boards are used to publicize various crime prevention subjects. Crime prevention activities and programs include the following:
Crime Alerts
Crime alert information notices will be posted in the event of a serious incident on campus, or at the Elkhart Center that may pose a danger to others. Crime alert notices are also disseminated by electronic media using electronic bulletin notices.
Building and Grounds
Officers patrolling the IU South Bend campus and Elkhart Center site report shrubs or trees that might create an unsafe area as well as poor lighting and other possible unsafe conditions to the Facilities Management Department, or to off-campus program administrators. Campus buildings and grounds are patrolled regularly.
Personal Escorts
Officers will provide personal escorts on campus and will provide other assistance as needed at anytime. Anyone who desires an escort can request it by dialing the department 24hour telephone number (4239) from any house or office telephone. Officers on duty at the Elkhart Center will also provide this service.
Neighborhood Watch
The campus police department serves as the block captain for all university owned or
controlled houses in the Bellevue neighborhood watch program, and disseminates crime prevention and crime reporting information to occupants. The campus police in conjunction with the South Bend city police occasionally host a Neighborhood Watch meeting, to discuss issues of concern to residents of the neighborhood associations. There is no Neighborhood Watch program for the Elkhart Center site.

As part of our neighborhood watch efforts officers make periodic contact with the residents of IU owned houses to discuss with them any concerns they may have.
Bicycle & Laptop Registration Programs
The campus police department will register bicycles and laptop computers for any faculty, staff or student. Registration is quick and easy, and is valid as long as the bicycle and/or laptop are owned.
MARC Program
The campus police department supports the South Bend Police Project MARC, and encourages all residents of IU owned houses and student apartments to participate in this program. The campus police department has electric engravers that can be checked out.

Security Awareness Programs
Orientations are conducted for all new students and employees of the University. Presentations include information about crime on campus, personal safety, crime prevention, emergency response, security procedures and practices and services provided by University departments. International student orientations include the distribution of crime prevention materials to all new students. In 2008, campus police participated in five new employee and three international student orientations. Seven new student orientations were conducted by Student Services.
Sexual Assault
If you are the victim of a sexual assault get help as soon as possible. Persons who are the victim of a sex offense on campus, or at the Elkhart center may report the incident to the IU police, or to the South Bend or Elkhart Police Department. IU police department personnel can also assist you in contacting the appropriate law enforcement agency for crimes not occurring on university property.
It is the victim's choice whether or not to talk to police. A victim may choose to report the crime to any other community official or agency. The Vice Chancellor for Student Affairs and Enrollment Management or their designee is usually informed of any serious incident involving an IU South Bend student.
Victims of a sexual assault should seek medical attention because of the risk of sexually transmitted diseases, pregnancy, in order to determine the presence of physical injury, and to obtain evidence to help in the investigation. Not seeking medical attention could have physical and emotional consequences. IU police department personnel will assist a victim with transportation to a hospital, if necessary. Some area hospitals have specially trained personnel to deal with sexual assaults. Before going to the hospital do not change clothes, bathe, douche, or use the toilet. Such activities may result in evidence being lost.
If an offense involves another student, in addition to criminal prosecution, disciplinary action may be initiated within the university. The accuser and the accused are entitled to the same opportunities to have others present during a disciplinary proceeding. The outcome of the proceedings will be provided to both the accuser and the accused. Sanctions may include counseling, suspension or expulsion. Student victims may also request changes in university classroom and/or living arrangements, and those requests will be granted when such changes are reasonably available. Additional information regarding university procedures is contained in the Code of Student Rights, Responsibilities, and Conduct. The IU South Bend campus police department has information pamphlets available regarding rape and date rape. If you are the victim of sexual assault you may be feeling a number of strong emotions and/or experiencing various physical problems. If you would like to talk to someone about what happened support services are available to you. Assistance and counseling for victims of sexual assault is available on campus at the counseling center. Other outside help agencies are also available.
GENERAL PROCEDURES for REPORTING a CRIME or EMERGENCY
The IU South Bend police department prepares reports and investigates crimes that occur on our campus, at the Elkhart Center, or on any property owned or controlled by the University. Any crime or suspicious situation should be reported to police or security personnel.
To report a crime on the IU South Bend campus site dial 4239 from any IU South Bend campus or building phone. Dial 520-4239 if calling from outside the university telephone system. At the Elkhart Center contact center staff at 520-4000 or contact the Elkhart police department at 295-7070. We encourage the prompt reporting of all crimes on our campus or other university property so that we may warn others of any danger.
A person reporting a crime to IU police may also report the incident to the local police department having jurisdiction. IU police officers can discuss this option with the victim of a crime, and inform them of the procedure.
Confidential reports, which provide sufficient information for classification by law enforcement officials using guidelines established by the FBI Uniform Crime Reporting Program will be included in campus crime statistics. Professional and pastoral counselors are encouraged to inform persons whom they counsel of our procedures for reporting such crimes, when they deem it appropriate. Confidential crime reports made to counselors may be provided to IU South Bend campus police authorities with no personally identifying information disclosed. Report forms are available from campus police to use in reporting crimes for inclusion in our annual campus crime statistics.
The Campus Sex Crimes Prevention Act of 2000 requires state procedures to ensure that offender registration information is made available in a timely manner to law enforcement agencies with jurisdiction where institutions of higher education are located, and that it is entered into appropriate State records and data systems. Law enforcement agency information provided by the State concerning registered sex offenders may be found at the Indiana Sheriff’s Association website located at http://www.indianasheriffs.org .

Notification to the IU South Bend Community about Reported Incidents
Crime alert bulletins are posted and information disseminated of any incident that in the judgment of the campus police could jeopardize the safety of university personnel, students, or visitors. In such a circumstance a campus wide warning will be issued. Hardcopy "Crime Alerts" are posted at building entrances, and electronic alerts are placed on the campus electronic bulletin board, which is accessible by computer by all faculty, staff and students. Depending on the circumstances, an alert may be posted on the University department website at http://www.iusb.edu/~iupdsb.
Police daily logs are open to the general public for inspection. Monthly and annual IU South Bend crime reports involving persons or property are posted on our department bulletin boards, which are located in all campus buildings and at the Elkhart Center.
Policy Regarding Emergency Response and Evacuation Procedures
When a report of a potential emergency or other dangerous situation occurs appropriate University personnel will respond in order to assess the situation. If it is determined that an emergency or other dangerous situation involving an immediate threat to the health or safety of students or others on campus exists, immediate notification of the emergency or dangerous situation will be made to the campus community. Usually, such notification will be made by using the IU Notify emergency notification system. Notification can be accomplished using a variety of messaging methods that include text, telephone, electronic mail, computer pop-up windows on campus networked computers, and public address systems. However, University personnel authorized to issue such notifications will use their discretion to determine the specific method of notification.
Upon confirmation of an emergency or dangerous situation the Chief of Campus Police and/or other authorized University representatives will determine the appropriate segment of the campus to receive the notification, determine the appropriate message to send and initiate the notification. University personnel authorized to initiate and carry out emergency notifications include: Chief of Campus Police; Director of Communication and Marketing; Environmental Health and Safety Manager; Associate Director of Public Communications. Notification will only be withheld if in the professional judgment of responsible authorities, doing so would compromise efforts to assist a victim or to contain, respond to, or otherwise mitigate the emergency.
If the emergency information needs to be disseminated outside of the campus community this will be accomplished utilizing the campus Emergency Preparedness website, telephone information line, and by communicating with local news agencies.
Evacuation procedures may be found in the campus Emergency Procedures Handbook, and Emergency Action Plan. These documents may be found on the campus police webpage located at http://www.iusb.edu/~iupdsb/ Evacuation route maps are posted in hallways throughout all campus buildings.
Fire drills are scheduled annually to test the evacuation procedures for each building on the IU South Bend campus and at the Elkhart Center. A test of the IU Notify emergency notification system is conducted at least once per calendar year.
Missing Student Notification Policy and Procedures
If a student who resides in on-campus housing is believed to be missing, it should be reported immediately to the IU South Bend Campus Police Department at 574-520-4239. IUPD will obtain a report and initiate an investigation. If IUPD determines that the student is missing and has been missing for more than 24 hours, IUPD will notify the South Bend Police Department and the student’s emergency contact no later than 24 hours after the student is determined to be missing. If the missing student is under the age of 18 and is not an emancipated person, IU South Bend will notify the student’s parent or legal guardian immediately after IUPD has determined that the student has been missing for more than 24 hours.
In addition to identifying an emergency contact, any student who resides in an on-campus housing facility may identify a person to be contacted should the student be determined to be missing for more than 24 hours. If a student has identified such a person, IU South Bend will notify them no later than 24 hours after the student is determined to be missing. This contact information will be registered confidentially and will be accessible only to authorized campus officials, and will not be disclosed outside of a need to further a missing student investigation. A student may submit the information to the Office of Housing and Residential Life.
Crime Statistics
The campus police department records all reports of criminal activity on campus, at the Elkhart Center, and on property owned or controlled by the university. Reported crimes that occur in IU owned houses which are occupied by students or occur in a student apartment are reported as occurring in on-campus residential units. Reports of crimes and attempted crimes are listed according to the calendar year in which the crime was reported as required by the Clery Act, as are arrests and referrals for illegal alcohol, drug and weapons violations.
The procedures for preparing the annual disclosure of crime statistics include reporting statistics to the university community obtained from the IU South Bend campus police department, South Bend city police department, Mishawaka city police department and Elkhart city police department. A written request for statistical information is also made on an annual basis to non-police university officials including deans, directors, and department heads. Statistical information which contains no personal identifying information is also requested from employees at the university Student Counseling Center, even though they are not required by law to provide statistics for the compliance document. Crime statistics are reported to the university community through the “Clery Security Report”, which is published by the university police department. Monthly crime statistics are posted on all police department bulletin boards, and on the campus police website.
Crime statistics for the previous three years may be found in the tables listed in this report as required by the Clery Act. Incidents of Larceny-Theft, although not required by the Clery Act, are also listed for each year.
Electronic bulletin notices are sent to every enrolled student and current employee on an annual basis. The notice includes a brief summary of the contents of the "Clery Security Report". It also includes the web address for the on-line report and information about how to request a hard copy of the report.
Sexual Harassment
If you believe that you are being sexually harassed, contact the IU South Bend Affirmative Action Office. The Affirmative Action Office responds to all complaints. Sexual harassment includes any unwelcome sexual advance, request for sexual favors and other physical conduct of a sexual nature. Penalties range from warnings to dismissal and complainants are protected from retaliation by the alleged harasser. The Affirmative Action Office offers presentations and information on sexual harassment.
Criminal Activity Off Campus
IU South Bend does not have any officially recognized student organizations that have housing facilities off-campus. If local police respond to incidents involving criminal activity occurring off-campus, which involves IU South Bend students, they may notify IU South Bend police. However, such notification is not required. Students involved in such incidents may be subject to university judicial proceedings through the Office of Judicial Affairs.
South Bend police have primary jurisdiction in all areas off campus. However, IU police officers can and do respond to incidents involving students that occur in close proximity to campus.
Hate Crime Statistics
There were no crimes of prejudice reported to campus security authorities in 2006 or 2007 for any crime reported as required by the Clery Act, nor any other crime involving bodily injury that manifest evidence that the victim was intentionally selected because of the victim’s actual or perceived race, gender, religion, sexual orientation, ethnicity, or disability.
In 2008, one Vandalism was reported to have occurred on campus which involved racial bias.
