Tripods
I would recommend something by Bogen/Manfrotto. Here is a listing of all of their consumer tripods:

I would think that something just above the cheapest would be appropriate for a small camcorder. Maybe in the $225- $300 range. Bogen is very stable and durable, and we have good luck with them.

Lights
Here's a basic video light kit (1 light) that comes with a stand and umbrella. Lowel also make a 3 light kit called a tube kit that's very nice.

Notes:
- Lamps may be cheaper elsewhere
- Light does not ship with lamp (bulb) so buy one for each plus 2-4 extras
Software
Final Cut Express
Final Cut Express has all of the important features of Final Cut Pro, but is much less expensive (>$300)
Adobe Premiere Elements
Elements has the features that are most important for video production, at a much lower cost than the full version. (>$100) It can be purchases as a bundle with Photoshop Elements (>$149)
