Changes for Research with Human Subjects
There are new requirements for researchers doing work with human subjects.
NIH is requiring demonstration of the completion of an education program
for all participants in human subjects research. We are working on ways
to fulfill this requirement. More information can be found in IU
Important Notice 00-5. The policy applies to all key personnel (investigators
involved in the design or conduct of research involving human subjects).

Education Requirement on the Protection of Human Subjects
Recently, NIH announced a new requirement that researchers using human
subjects demonstrate the completion of education in the protection of human
research
participants http://grants.nih.gov/grants/guide/notice-files/NOT-OD-00-039.html.
Because this announcement from the NIH was rather sudden, imposes new levels
of compliance, and bears significant penalties for both non-compliant
institutions and individuals, it is imperative that Indiana University
introduce new procedures.
This notice explains the new requirement and the steps the University
is taking to assist researchers, and the institution, to meet that requirement.

Income
Federal
OMB Circular A-110, “Uniform Administrative Requirements for Grants and
Agreements with Institutions of Higher Education, Hospitals and Other Non-Profit
Organizations” defines program income as gross income earned by the
recipient that is directly generated by a supported activity or earned
as a result of the award. Tracking program income on federal and
federal pass-through accounts is required under the provisions of A-110.
Program income includes, but is not limited to, income from fees for services
performed, the use or rental of real or personal property acquired under
federally-funded projects, the sale of commodities or items fabricated
under an award, license fees and royalties on patents and copyrights, and
interest on loans made with award funds. While all other program
income is reportable, income earned from license fees and royalties for
copyrighted materials, patents, patent applications, trademarks and inventions
is not reportable.

Assistant Vice President for Research
As of June 1, 2000 Steven A. Martin was appointed as Assistant Vice
President for Research. All proposals are submitted in the name of Indiana
University with the
exception of agencies such as the Lilly Endowment, which are required
as a condition of eligibility to be submitted in the name of the Indiana
University Foundation.

NSF announced publication of a new Grant Proposal Guide (NSF 01-2) effective
for proposals submitted on or after October 1, 2000. The new version
may be

and supersedes the prior version of the Guide (NSF 00-2). Please

As many of you know, June 5, 2000 the NIH issued a new policy that
beginning on October 1, 2000 the NIH will require education on the protection
of human
research participants for all investigators submitting NIH applications
for grants or proposals for contracts or receiving new or non-competing
awards for research involving human subjects. The policy applies
to all applications that will be funded in FY 2001 or later.
