99-5 Capitalization Threshold Change
Effective July 1, 1999, the threshold amount for the capitalization of equipment will be raised from $1,000 to $5,000.

99-4 NIH Modular Grants
In modular grant applications, total direct costs not exceeding $250,000 per year will be requested in
$25,000 increments instead of being compiled from detailed and separate budget categories.

99-3 Retirement and Fringe Benefit Rates
Effective July 1, 1999. A significant change this year is that a single retirement rate will apply to all academic and exempt employees. Additionally, non-student hourly personnel employed more than 1000 hours annually are now covered by the PERF retirement plan.

99-2 Accounting for Cost Share
There has been a renewed emphasis placed on cost sharing and its administration by the Federal government. As a result, the university established procedures for accounting for cost share have changed.

99-1 OMB A-21 Circular Update
This Important Notice provides additional information to Important Notice 94-4 regarding the administration of grants and contracts from federal or federal pass-through sources.

New Policy for NSF Costsharing
The National Science Foundation has released a new policy statement on cost sharing. One of the changes is that NSF-required cost sharing is now considered an eligibility rather than review criterion of proposals. Click on the following for all of the details on the new NSF costsharing policy.

NSF FastLane

Guide Now Available on Electronic Collaboration
Brown University and the U.S. Department of Education have published a guide titled: "Electronic Collaboration: A Practical Guide for Educators". Here's an excerpt: "Collaboration is a process by which people work together on an intellectual, academic, or practical endeavor. In the past, that has meant in person, by letter, or on the telephone. Electronic collaboration, on the other hand, connects individuals electronically via the Internet using tools such as email, or through access to sites on the World Wide Web. This Internet-based work allows collaborators to communicate anytime, from anywhere to any place." For more, click on guide.
